Making relationships between two tables in Microsoft Access

Hi,

   I've been learning about how to use Microsoft Access and until  a few weeks I was getting on fine making relationships between two tables. The it started coming up with a message that said I had to close a table being used by an other person in order to create the relationship. I have only the computer I'm working on at home and I have even deleted other tables that I was using to practice on before I started again. The message is called error 3211. I've tried compact and repair also

@Margaritaz_225 Do you open one or both of the tables in datasheet view before trying to enforce Referential Integrity? If so, that's the problem. If not, what about forms or queries using those tables? Also closed?
