Convert .mdb fatabase in .accdb file in Access

I am trying to add a mdb file with a datbase from access 2002 to the newst Access version on another computer.
I can open the file there, but cannot convert it in .accdb file and receive the following error message:
"You are trying to convert an encoded database. Decode the database and then try again."
But the file is not encripted for sure.
How can I convert this database?

Is the VBA project password protected?
Is the whole database password protected?

Or are you using user level security?

Solution
Encode/decode was a feature until Access 2003. You have to open the mdb in Access XP or 2003, go to Tools -> Security -> Encode/Decode Database.
