Are there any plans for an ARM version of Access Runtime?

My guess would be not in the near term.

 

As far as I can tell, the primary focus of the MS Access team now for the rest of this year at least will be on enabling Access to work with Dataverse. That's where their resources are going.

 

Note also that PowerApps is the logical place to look for sharing data between a lightweight, mobile interface and a heavy, Windows based interface. Dataverse fits nicely in the role of data store for both, or is intended to do so.
