You can't. Access, like all software, is backwards compatible (to a point) and not forwards compatible. So Access 2016 can open files from 2007, but the inverse isn't true.

You could always install the runtime, https://support.microsoft.com/en-us/office/download-and-install-microsoft-365-access-runtime-185c5a3... or depending on the used features, try creating a 2007 she'll and export your objects into it.
