PowerShell New-RdsTenant Error

I get the following error when running the New-RdsTenant command.  Any thoughts on where to start?

 

New-RdsTenant : User is not authorized to query the management service.

I've gone through the "Grant Azure Active Directory permissions to the Windows Virtual Desktop service" multiple times just to make sure I didn't miss something.  Also, when I look at the Windows Virtual Desktop enterprise application permissions in Azure AD it seems like it has the assigned permissions to graph and Azure AD.  Is this error related to something else?

 

I attached the permissions screenshot just in case it helps.

How much time did past between the consent and tenant creation? Sometimes it might take up to an hour. Please try again.
