Sign in Option in windows 10 Pro Domain Joint Computer

Good Day,

I have one user with Windows 10 Pro and joined to domain. Issue is that when he try to setup up "Finger Print" or "Face Recognition"  then he could not get enable these two option while in local user he is able to do. 

i  even tried to login with Domain Admin rights user but still problem exist.  i have tried all things including GPO, LOCAL/Domain./ REGEDIT.

Can you please help me to find it out ?
