Been experiencing the same issue since January 11.
I'm running Windows 10 Education version 1709 build 16299.192 on my Dell Inspiron 5448.

I'm getting this error as well.
Looking up error 0x80096004, it appears to be TRUST_E_CERT_SIGNATURE aka "The signature of the certificate can not be verified".
So, my guess is that this is an expired certificate somewhere, and that things will work once the cert is renewed. However, I believe Monday January 15 is Martin Luther King Day, so we might need to wait.

Seems as though this is a known issue that will naturally resolve when they release a new build to the Slow ring:
"A bug has been discovered in the way we sign the files for builds delivered via flighting that which impacts all Insider Preview builds from 17000 through 17046. As such, any attempted installs of builds in this range will fail with the error code noted above. There are no long-term issues created by this scenario. The bug has been fixed and newer preview builds being tested internally are not affected."
