19002 introduced a horrible video lag (MPC-HC+madVR) in full-screen!
As soon as I go full-screen the fps drop sharply and stuttering begins, if I only go to the seek bar or right click menu etc. (thus still same resolution rendering), all works again in max fps (I have Fury GPU, that has more than enough strength for my madVR setting).
All worked in previous build (had the shutdown/restart issue though), same settings and all.

@MDM-1I have the same issue too. Fullscreen video on all browser and fullscreen in videogame cause stutter and lag. There were nothing like this in the previous build i have. My GPU is AMD radeon vega 56. I tred updating my gpu driver but it didn't take effect.

Yes I noticed on Feedback hub the game issues, and I presume they are all Shader relater (madVR uses them); but why only in fullscreen..?
Tried the driver too, no effect.
You also have AMD, does anyone with Nvidia (Intel iGPU) have the same issues?
I am limited to 10-15 FPS in fullscreen, and have near 75 FPS in windowed mode (my monitor is 75Hz Freesync).

Same here using AMD RX 580 with Adrenalin Driver 2019 19.9.3 in 19002 (32gb Ram, Ryzen 5 3600)
Video start lagging as soon as it goes fullscreen on chrome and firefox (youtube, steam), VLC, but not in potplayer (tested with AVC1 video codec and hardware acceleration).

Looks like a problem with mostly AMD cards?
I use VLC everyday and now I'm on build 19008, using Intel GPU 630 updated driver made for build 1909, things are fine. in VLC, hardware acceleration is set to automatic.

If not, Graphic card manufacturers do not support insider, so in that case we are s*****d

Updated drivers to latest version (19.10.2) after DDU uninstall and problem persists.
I disabled chrome hardware acceleration to be able to use netflix. I think this is an important issue.

Ah, its finally acknowledged as "[ADDED] We’re investigating reports of frames being skipped, starting with Build 19002, when running games and videos fullscreen.".
Hope it gets fixed soon, as it is very annoying..

I have the same problem and noticed that it only happens when I open a video game/application/video in fullscreen on the main screen (when the checkbox "Make this my main display" is checked) and then the lag/stutter affects all screens.

@HotCakeX same Problem here with GTX 1080 and also with 19013 ... Problems over Problems... I even cant go back to normal windows... deleted save-point

(Also my System crashes EVERY TIME I want to restart or shutdown.. even with shutdown -s -t 0)

Not all people can handle Windows insider versions as their main everyday OS, and Microsoft warns users before installing it.

but with the problem you are having, I don't think you can pull that off and only choice is a fresh install.

@Mr_R341The issues you are having are different, because the ones we talk about here (and the old shutdown /restart one) have been solved.
You must investigate, and I recommend you to open a new thread, and before that check for other issues and especially causes!

@Mr_R341And like I am saying it is solved for everyone except you, so something went wrong in your case, thus a different problem.
Where and how, was the update to 19013 uncomplete or faulty (not unheard of, and seems to me to be your case) or something third... Only you can know/test.
For example IF you updated to latest build AFTER having System crashes etc., you basically transferred an corrupted system/files/registry; it is a big no-no, in that case you restore or go back to previously good version and update, etc. It is practically essential to have backups if on insider and especially on "fast".

I even can't keep anything if I want to reinstall windows O.o
I can keep apps and data with the latest insider build... well.. lets see if I can "refresh" and repair the system this way....

you need to take your computer to a professional to do the partitioning for you.

@HotCakeX Whats in your mind? What shoukd he do? I meant with the partitioning.. I'm really sure I'm able to do this as well... Just tell me what you think about it... How should I partitioning it?
Also it has to be possible to trick windows that it thinks the normal version is a new update instead of an old version...

I'm really sorry :D But I'm struggeling very hard here...
Also: I tried to reinstall the Insider Build and it worked well, but the Greenscreen still occurs so as the stuttering in fullscreen on "Main-Screen"
And with simply uncheck the Box and waiting for another normal Windows Update will work to get to normal?
