Windows 10 Deployment in Classified environment

What would be the best tools or methods to deploy Windows 10 in classified enviorment? Hardware refresh cycle coming soon. No SCCM.

When you say classified, do you mean disconnected from the internet?

Generally, we offer 2 solutions - 

1. SCCM

2. MDT

There are additional deployment tools you can read about here. Mostly, you'll find ways to do OS provisioning and pre-configuration in this area.
