Site recovery from CAS question

Hi, I wanted to know if this is normal that when you recover a primary site from a CAS (no DB restore) that when the Initial sync is finish, it automatically starts to replicate each packages that had already been replicated to their respective distribution point?

FYI, we had copied the content library from our primary before starting the recovery process. We are on CM current branch 1806

From what I know, if the content lib is present the recovery will scan and replicate only the delta changes and does not completely replicate all.

But yes, recovery from CAS has its own effects.
