My primary work device is Surface Pro 3. How can I reinstall Quick Assist in Windows 10?

I don't want to reinstall windows. I am using the latest version of Windows 10 - Version 1607 (OS Build 14393.693).

Hi, check if you can find the quickassist.exe in c:\windows\system32.

Turns out all I needed was to clean the keyboard connectors with an alcohol wipe! Now everything is working fine.  Thank you for your suggestions though.

Have you tried taking it to a local Microsoft Store to have them take a look? I would also double check if you have all the latest system updates.
I think you have a hardware problem or something related to drivers. Is it an original cover or a "compatible" one?

You shouldn't use compatible "no brand" chargers with your machine...If it gets hot that may be a symptom of other problems, such as overcharging batteries.

So I updated my trusty surface 3 Pro to Windows 10 from 8.1 last week.  One thing I don't understand is the Max Frequency display on resource manager, which appears to be stuck at 31%.  Can anyone explain this?
