Can't do video during skype meeting

When I try to start the video, I get a popup saying "we can't start video because your camera is being used by another app or it isn't set up". How do I set it up? Or what's the other app?

I've seen this on a Windows desktop PC with some cameras sometimes, but not on a Surface Hub.
Is it still occurring since the Creators Update?
