Skype Room System with OnPremise SfB and Exchange Online

I am a little confused on something.  I have office 365 with hosted exchange, and with SfB On Premise.  Our hybrid is all setup and we can move users into the cloud, and even have PSTN services configure for on-premise.  I want to setup a SrS but deliver PSTN services to the room too so people can call directly in an out.  Do I need to move the SfB user to O365 to do this?  I can create the room no problem in O365.  But stumped on the PSTN Part.

If the account used for SrS is on premise, you enable that on premise account for EV. If the account is in the cloud, you enable the cloud account for PSTN.
