Sync button no longer on libraries if you don't have access to all folders

A recent change has removed the Sync button from the root of document libraries if the user only has permission to access some folders in the library, but not all of them. Previously, the user could click the Sync button at the root of the document library and then was able to sync the folders they had access to.

 

Now, users have to click into the folder(s) they have access to for the Sync button to show up, and then sync each folder individually. This causes quite a bit more work for the end user.

I have not seen any documentation on the change. I just know the change must have occurred in the past couple days since I had some very confused users today.

It looks like a temporary issue, about which there is also a Service Health advisory: SP95952 - "Sync button not visible on Modern UI for some sites".

So it doesn't appear to be a change...
