Multi Departments to fill SHAREPOINT data

We have a list in Sharepoint Online & then a InfoPath Form is created to fill It's BASIC data. Now we want that , once basic details are filled by Dept1 , then Form should go to next person (DEPT2),he will fill it's related fields ,he should not able to edit basic fields. Once DEPT2 person fills his fields , then form should go to DEPT3 person to fill his fields ( he should not able to change basic fields + DEPT2 fields) Need guideance on - How this can be achieved & in which simple tool. Pl guide
