Library/Document sync permissions by user role

We need to restrict syncing by user role or by user OneDrive. We want our Director and Management level users to be able to sync for offline access and ease of folder/file creation/reorganization but we don't want our other users to have the ability because documents are sensitive. 

 

Most of what I've found related to restriction of syncing is global in nature and not by user. Am I missing a nuance? Or is SP Onlline missing a feature?

Def. not something you can do with base SharePoint. Conditional access which requires extra licensing should be able to do this thou. Check this article. https://docs.microsoft.com/en-us/onedrive/enable-conditional-access
Right, I figured as much but was hoping because currently, the way we are set up, we don't manage user devices but we're looking at implement a hybrid Azure AD strategy. We just wanted to get SP libraries set up beforehand...
Yeah, unfortunately you can only turn it on or off for everyone out of the box per library.
