I want to create Excel Survey in sharepoint. But unsuccessful. Need help!

Whenever I try to create excel survey in sharepoint or onedrive, I will get an error stating that admin should give access to user to share links. As I am the admin, I have tried all possible way still can't find the way. Please help.

You have to be a SharePoint Online Administrator (at the tenant level to change the settings for a site collection. And once you follow the steps in the above mentioned article you will be able to create a Excel survey.

You need to have external sharing via anonymous guest links enabled.
