Create Site Link

I have spent about 15+ hours trying to get the "Create Site" button to work.  It's supposed to be basic functionality but in SharePoint/O365 land, basic functionality means basic "unfunctionality".

Clicking the Create Site button is giving this error:

I have tried every combination of settings here:

It is very challenging to maintain user adoption on O365 when simple things like this doesn't work and there is no explanation on how to fix.

That is the new site creation process that is currently rolling out. I would guess that it is not yet fully functional in your tenant. I have seen strange behavior like this in the past when new features are being deployed.

Make sure your target is a site collection. I had mistakenly put /sites in mine which is of course a managed path
