Build Lists Structure for Process Tracking.

I have some questions about building the Structure for the functional departments in my Company:

  • I need to build a Site to monitor the sales process. This process will take many steps, and is undertaken by many departments. The data for the next step will be taken from the previous steps. I use Lists to save data of each step. I also want these steps to have different permissions. How do I structure? Can I use Hub Site in this case?

Please give me some advice. Your help helps us a lot.
