Your link give an 5.3 MB file size, I don't think it the OFFLINE installer OP want.

all SQL Server Express Editions are free, from 2005 until 2017. Additionally, Developer Edition (same features of Enterprise but only for tests) are as well totally free for versions 2014/2016/2017.
