By chance, I noticed a small change today.
If you are a SharePoint site collection admin of a Project Online instance, then you're now able to set the Project Permission Mode directly in "PWA Settings->Additional Server Settings", see screenshot.
Before you had to ask your SharePoint Tenant Admin to switch the setting for your instance.
