Hi ,
I would like to know if the newly released Communication site is limited to any specific Office 365 plan such as E3 or E5 or is it open to all the Office 365 plans which includes SharePoint Online ? Please let me know . Thanks in advance .

SolutionYes it's a standard feature, so it shouldn't be restricted by licence, meaning Communication sites should be available to any plan which comes with SharePoint such as E1, E3 and E5, as well as the standalone plans. This link shows exactly which plans come with SharePoint - Office 365 Plan Options.
Just to add, the Communication sites rollout is ongoing, so not all users will have access to it yet.
