My company would like to invite the partner to do Office 365 Maintenance Service. but I know office 365 has a ticket support. but my company need a local support. please suggest

The support that comes with Office 365 is good in many instances but for more demanding needs there is Premier Support for Office 365, which might be worth investigating. 

Premier Support provides elevated Office 365 support, including Microsoft-managed support from a cloud expert, exclusive proactive services for your Office 365 environment, and highest priority reactive support

For local support, as on-site support that would be arranged through your partner or via another provider.
