O365 mail flow policy - notification for quarantined messages

is there a way that we can set mail flow policy as follows:

• filtered messages are sent to quarantine
• Mail admins are notified that the messages are quarantined
• recipients are notified that the messages are quarantined
• only mail admins are allowed to release the quarantined messages

No. Not all of your requirements. You can move to quarantine, but no administrative notification (you would get too many notifications!). End users notify is turned on from the spam policy. If you notify users they can click to release directly from notification email - you cannot change that, and if you notify them but they can do nothing with it then users will ignore them.
