How can we upgrade the devices to Win10Ent without joining to Azure Directory?

We have requirements as below:

 

1. Upgrade Windows 10 from pro to enterprise, devices still needs to be Local Domain Joined

2. Office 365 identities are pure cloud, no AD connect

 

How can we upgrade the devices to Win10Ent without joining to Azure Directory?

Why not doing a hybrid join? The domain computers are still local domain joined and will automatically hybrid join azure AD via gpo
