Cryllic Encoding on emails being sent

We have an issue where encoding of our emails are going out as Cryllic (Russian) instead of Western European. We have narrowed it down to the signature block we have users add to their emails. Apparently it has to do with copying the text or graphics from MS Word. What it Microsoft's position on how to create signatures? Is it you have to had type them? Why would the encoding change?

 

Anyone else experience this and how did you handle?
