Yes, it's necessary to follow the steps from the article you cited. The UsersPermissionToCreateGroupsEnabled relates to security groups, not Office 365 groups.

There is no built-in functionality to export them. Closest you can get is to run an eDiscovery/Content search in the SCC and exporting the results to PST file.

I'm afraid there is not such a way and this is an example of the many inconsistentes between workloads I'm regularly seeing in Office 365 in regards of localization

When I visit the SharePoint homepage or my OneDrive they show 'Home' instead of the name/title of the Group.

Within Email the Group titles are shown correctly. Is this a known bug? Or a way to fix this?
