Create a Group option in OneDrive creates SharePoint Site Collection

I thought this was interesting, we have a limited group of users allowed to create Office 365 Groups. When in OneDrive for Business, those users can create a Communications site or a Team Site(groups based). We do not have self provisioning turned on for SharePoint online, Create Site button is not visable to anyone when on the SharePoint landing page. Not sure if this is supposed to function this way. Any ideas?

I've seen similar in a customer as well. SharePoint site creation is not allowed, but everyone still sees the button even though it errors out. However they can create a Group from Outlook which will create a SharePoint site anyway!

I see here another good example of incosistence between workloads...just adding my two cents:

(1) If self-service is disabled in SPO, then users could not be able to create modern / communication sites from the SPO landing page and I think they shouldn't also from ODFB

(2) From Outlook users can create Groups what also creates a Modern SPO site, but for disabling this we have the Azure AD Policy

I totally agree.  I know i turned it off in the tenant.  Technically removed it from Outlook but then we enabled OneDrive and next thing you know users can create Office 365 Groups.  Very frustrating when you think its blocked, you start seeing Groups pop up.
