We currently have 10K E1 Enterprise and 6K E3 enterprise and 1.5K EMS licenses. E1 users will likely not get EMS licenses assigned. How does (if it all) affect encrtiption in the tenant and what an E1 user can or cannot do?

We are using the on premises exchange hybrid mode to exchange online. What is the requirement of the enable the OME V2? Is it set the outbound mail to EOP only?
