Office 2016 or Office 365?

I am ready to decide whether to migrate from Office 2007 to Office 2016 or Office 365. One issue I have is that I have some documents with password protection created by Word 2007. Will Word 2016 recognize and open these files (when I enter the current password) and re-save them automatically with the same password?  Would Word 365 do this?  I do not wish to re-create the files, if possible, or to remove the protection while upgrading to the new system I choose.

I couldn't tell you for sure what would happen to your password protections when moving up to 2016/365 (though I suspect you'll be fine?), but what I can tell you is either approach is going to have the same effect. Office 365 provides Office 2016 licenses, as well as easier access to Online versions of Office products. I don't think the Online versions of Word/Excel/Powerpoint/etc. get a ton of use, but what I'm quite sure of is you wouldn't be able to use password locked documents in the Online interface, but that won't be a big deal since you'll have the desktop client licenses, too.

I have the same dilema, being a new silver surfer I am loving the technology and learning, but having had a stroke, they old grey matter does not always retain that which I have newly learnt.
