How to add new Guest users to Teams?

We have Guest access enabled in Teams (via legacy options page in services and add-ins). We also have a few guests users in Guests users view already (they have been shared files with via OneDrive and logged in with their personal or company MS accounts). I can add already existing guest users to new team in Teams. But if i try to enter a completely new email address, it is not discovered and Add button is not active. So, i assume Guest users has to appear somehow in our system first to be able to add them in Teams. But i can't find a way to how. I can't find a way of just adding a new Guest user from Admin Center. There is a setting "Let users add new guest users to organization", which was always disabled and this hasn't prevented our users from sharing files via OneDrive with external users. I have tried enabling that setting temporarily, but there was no effect. So i have it disabled again, as i'm not sure what it does. Ideally we would want our users to enter any email address into new team member dialog without having it in Guest users before that. Or at least some easy way for users to add new guest users.

You can add guest users in Office 365 in two possible ways:
(1) Through Azure AD
(2) Through PowerShell
On the teams settings page. There is a drop down for license type or something along those lines. Did you drop that down to guest and then enable all those settings. Most people overlook this option.

Thanks. I have found a menu to add a guest user in Azure AD. Although, this will have to be done by admins and i think our users would want to add new users themselves. So, there is no self-service for adding guest users?

I have looked through those settings again and don't see anything related to guest users there (in services and add-ins > Teams).

Yes, saw this and it was the first place where i have enabled Guest users support in Teams. But, this only enables our users to add existing guest users to teams. My question is how to add new guest users to our organization/Office 365, so they would be available for addition in Teams. Based on Juan Carlos reply i have found an option in Azure AD portal. Will try to test it on Monday.

In addition to Teams, same settings section but Office 365 groups, must be enabled as well to allow self service guest access.

Both these settings were already enabled. But, it shows additional message at the bottom that to be able to add new guest users one actually has to enable the option i have mentioned before:

Settings > Security and privacy > Let users add new guests to the organization.

 

This is very confusing. I have already tried to enable it a few weeks ago and there was no effect on Teams, wasn't able to add new guests. Now i have enabled it and now Teams allows me to add any random email address. Disabled it again. Still allows.. This is so annoying. All the time one has to guess what setting and when will do something with MS cloud services and huge intervals before settings actually change. I guess will have to leave it disabled for a few days to be sure that this is ACTUALLY the setting controlling it.

Solution

So, today i was not allowed to add any random email to a team. I guess "Let users add new guest users to the organization" at Settings > Security and privacy is the actual setting allowing that. Along with settings under Settings > Services and add-ins > Office 365 Groups mentioned above. Marking this post as best answer. Though also thank you both for other hints (manual creation, etc.).
