I enabled Guest Access to Teams, over four hours ago, and yet when I attempt to add a new non-organization member to a Team, and I use their external email address I still don't get the "Add As Guest" option. I only get the "We Didn't Find Any Matches" prompt.
How long is it supposed to take after enabling Guest Access, in the Admin Portal, that my users should be able to start inviting external users to join Teams as a guest?

Yep, all permissions that should be turned on in the Admin Portal are as they should be.
I'm doing a little hunting to see if I can find the thread that talks about the bug,
If it does require PowerShell to "trigger" the change, can anyone point me in the direction of step-by-step instructions for doing so?

Yep, I've done that and the Cmdlet definitely shows that Guest access is enabled, but if I'm in Team, whether the web version or the desktop app, when I try to add a non-organization user's email address is just comes back at me with "We didn't find any matches" not the expected "(add as Guest)" option.
I'll wait until morning to see if the update propagates to the Teams environment. I'm a bit disappointed that this isn't something that can take effect within a couple of hours.

Have you tried to create a new team for testing and adding new guest there? Based on my experience changing the guest setting is not retroactive and is only applied to new teams since the change.

It took over 12 hours, but the change finally propagated. I'm just a little surprised that it took half a day. That's not exactly a big selling point to move to Office 365, if basic admin tasks don't propagate for half a day.

well most changes apply alot faster than that! But settings that stretch over several services must have time to synchronize between them..Gladly, these setting are not done that often :)

Some docs say to wait at least 24 hour before you should interpret this as an issue and file a support request. This is called cloud services.. /s
