We have noticed that in the last week or so, guests in MS Teams no longer have the ability to start a meet now meeting in a channel, nor can they initiate a chat call with more than one participant.

 

The screen shots below show the controls that are disabled for guests.

I have looked at settings in the Teams Admin center and as far as I can tell, our settings should allow guests to start meetings in channels and chat. We haven't made any changes in our tenant and are experiencing this same behavior across multiple tenants.

 

This is a big impact for us as we rely heavily on guest access for our work.

Guests were able to make calls and video calls about a week ago and we haven't made any tenant configuration changes since then. I checked the two settings mentioned in the article and both are set to True in our tenant. However, the guest experience documented in the article are exactly what our users are experiencing - so even though the settings appear to be correct, it looks like the client thinks otherwise.

Check the old Services and Add-ins > Settings > Microsoft Teams Settings interface, some settings still hold true there. In this case License Type Guest, and make sure you have those options still enabled as shown:

Well now that I look at your screen, they must be pushing out some new admin settings across so you might not have these options anymore on your end, mine still is split. Worth a look I guess but my gut says might be a bug with that push if you can't get to it and it's enabled, might need to put in a ticket.

Check this Messaging policy, since I'm going to guess that these settings were moved too. This odd named one i'm pretty sure is what the guests were assigned too originally. See if that has those settings and that they are enabled too.

Yeah I spent quite a while looking at the meeting and messaging policies when we first noticed this issue. There seem to be a lot of discrepancies in here and beyond that, it doesn't seem like they are actually applied to users although it's hard to test because I'm not sure if the changes should be immediate or if they take a while to percolate through the systems.

 

The issues I've seen is that most (not all) licensed users get added to a policy called RestrictedAnonymousAccess. However, that seems to be a placeholder that ties back to the Global org-wide default somehow. But even if I change the policy for a user i don't seem to be seeing updates on the client side.

 

In addition, the list of users that shows up seems buggy in that some guests appear, but not others and at one point no guests were showing up. And even when trying to change a policy for a guest it doesn't seem to have any impact.

 

At one point I went so far as to assign a full O365 license to a guest account, but still no change.

Yup, I was just looking through all this and noticing the same things. Seems like there might be a bug with this latest release. I just checked my test tenant, that has these same admin center updates and I have the same issue. Either it's a bug or a design change they aren't allowing guests to use the meet now system for some reason I dunno. My chat calls/video are working however. Messing around to see if I can't figure out if it can be reactivated.

Chat call works for me 1:1, but as soon as it's a chat with more than one other person the option gets grayed out for guests to start the call.

Best bet at this point I would submit a ticket.
