Deactivate Teams for User but keep Sfb (Starting Conversation Issue)

Our organization is looking to migrate to MS Teams; we currently use Sfb Online which has always worked great, the issue we currently have is that we are looking to roll out Teams on a department by department level. We currently have our Global settings set to Sfb only, and we are manually changing individuals to Teams the Only mode as we migrate. Our biggest issue at the moment is that our Organization defaulted to Island mode which seems to activate all of the users for Teams despite them never using it. This results in issues when Team only users attempt to start conversations with Sfb only users. Notably that the Sfb only users never receive the message and only receive an email a couple of minutes after the message is sent telling them to use Teams (which they can't do). Is there an easy way to deactivate teams for the Sfb only users so that Teams Only users can start chats? Or is this something we are now stuck with, and we'll be forced to do a company-wide rollout instead.

Set org to SfB and users using Teams to Teams Only mode. You can phase them over on a per user basis if required.

We have already done this, we also waited 3 days to make sure that the changes took place, but users in Teams Only mode still can not start conversations with Skype Only users.

Did you make the changes via Powershell as opposed to the Skype and Teams admin portal? I’ve seen posts in the community that reported its best to use the shell when doing these settings.

Try setting the changed via powershell! There has been some inconsistencies with the GUI

We just tried using powershell to explicitly set a user to SkypeOnly, Under powershell the "TeamsEffectPolicy" shows up as SfbOnly for all of our users, but when explicitly set it shows SfbOnly in "TeamUpgradePolicy" as well. What's the diffrence between these two? Also we got a warning about Team Policies that need to be set to none and something else about other Messeging/Meeting policies. What is this about?

Solution

TeamsUpgradeEffectiveMode shows the global default setting. If you configure the Mode explicitly for a user it also shows the Mode under the TeamsUpgradePolicy.

If you set the Mode to SfBOnly you need to configure a few settings to ensure that Teams behaves like it should be. If you don't want to use Teams at all for a user just disable it under licensing - if you just want to use Teams for Collaboration then you should disable chat, calling and meetings. This is currently a manual process and will be automated in the future.

So if I disable Teams in Licensing would it fix the issue with them coming up as a Teams user in the Teams Search? But still allow me to communicate with them while their on skype?

Yes, it should do. If there isn’t a need for the user to use Teams at this point simply disable the licence then it should act as required.
