Is it possible to turn on Microsoft Teams without every user being able to access it via a URL?

Is it possible to turn on Microsoft Teams without every user being able to access it via a URL? We would like to turn it on a for a few users in the IT department, but we are afraid if we do some users will start using it because they know the URL to the product. We do not want to disable groups or limit who can create groups, so is there another option to test Teams without controlling who can create groups and who cannot?

Shortly we will have a service plan that you can enable/disable on a per-user basis, like you can do with Exchange, Sway, etc.

My colleague @Bill Bliss reminds me that you can also restrict who can create a group (=team), right now: https://support.office.com/en-us/article/Manage-Office-365-Group-creation-4c46c8cb-17d0-44b5-9776-00...

Will this be added as its own separate license or as a sub-feature of existing licenses such as the E3 suite? If it's added to an existing license suite, _please_ do not enable it by default for all users. Managing the rollout of a new feature in a tenant as large as ours (>380,000 mailboxes) is very difficult when new features are enabled by default.
