No download button for Past stream

We have had three successful streams recently; but while two streams were able to be downloaded for trimming and republishing the other is not. Is there a set of conditions that remove the ability to download?

All streams were created on the same day and took place within 24 hours of each other.

Both had the same permissions and options set and, used the same software setup for encoding, just on different machines.

Any insight would be appreciated as I would like to trim the fat from the beginning of this stream.

A further note. I have the apparent ability to replace the video and while this is great in theory and has a button stating that I can avoid losing the video by click the link to download it.

This link does nothing.

I'm now inclined to think this is a bug.
