How can I add a .pdf doc to managed iPads?

I am looking to add a .pdf to all my managed iPads.  I would like it to be on the homescreen for our users to have easy access.

Your best option is to publish a webclip that links to the hosted PDF online.

Thanks for the quick reply.  I was hoping we could get it to the local device, but that will have to do for now.
