Is this a mandatory update for german customers ?

This update really includes only the single daylight saving related change of Russia, that went into effect back in 2011 October, or simply the Daylight Saving Time Help and Support Center site (

http://support.microsoft.com/gp/cp_dst ) has not been updated since March 14th 2012 ?
