unable to add tabs on excel spreadsheet

I am unable to add tabs or new worksheet to my excel spreadsheet the plus at the bottom is greyed out and unable to insert it on the home tab as it is also greyed out ?

The workbook is protected, check out the Review tab and unprotect the workbook.
