cell data validation drop down arrow display issue

I am wondering if anyone experiences this issue in Excel 2016.

I have a cell with data validation drop down enabled and in-cell dropdown checked. However every time I select the cell the dropdown arrow will flash and disappear straight away. when I hover my mouse over to where the arrow is supposed to be and click on it the dropdown appears.

@VCh3n  I believe this is a know issue with Excel 2013 and 2016.
