Using excel to evenly distribute work

I would like to see if it is possible to use excel to assign work (Task "A") to one employee from two pools of employees. Pool A has 5 employees. Pool B has 18 employees.

Monday through Friday is considered a work week.

80% of Monday through Friday is covered by an employee from Pool A. 4 days of the work week. This work should be distributed so each employee from Pool A works approximately the same amount of days in a calendar year.

20% of Monday through Friday is covered by an employee from Pool B. 1 day of the work week. This work should be distributed so each employee from Pool B works approximately the same amount of days in a calendar year.

Saturdays, Sundays, and 10 holidays are to be distributed evenly to Pool A and Pool B employees. Each employee should work the same amount of Saturdays, Sundays, and holidays in a calendar year.
