Using Conditional Formatting rule to add text "NO DATA" in Blank or Empty Cells

Thank you for taking the time to read my Post, 

I'm trying for a while to make a conditional formatting rule to add text "NO DATA" and make the theme red with bold white writing, 

how can I add to the blank or empty cells the text "NO DATA" with theme color changing to red in the conditional formatting? 

Appreciate it.

@Hisham1990 Unfortuntately, Conditional Formatting can't return text. It can only change the format.
