Summation furmule with conditions

That could be like

=SUMPRODUCT(Data!$D$5:$O$22*(Data!$D$4:$O$4>=$B$3)*(Data!$D$4:$O$4<=$B$4)*(Data!$C$5:$C$22=$B$2))
