Printing blank pages with conditional formatting

I am designing an app template in Excel and am having issues with getting the final report to print correctly.

 

I have 2 pages in the sheet. I would obviously like to print both pages if both contain data; however, there is a possibility that page 2 will be blank based on what was entered on page one. Page 2 contains conditional formatting that will be blank if there is no data. However, page 2 does NOT contain any formulas (only conditional formatting).

 

The problem I have is that excel prints page 2 each time, even if page 2 has no data (and no formatting). How can I set it so that page 2 is NOT printing if it is blank?

 

I can't just go to the print setting as this is a form that will be uploaded to an application and will be printed to PDF once submitted. Right now, the PDF file which is based on my excel template contains a blank page 2 because excel populates page 2, even if there is no data there.

 

I hope this makes sense. Can anyone help me out?
