Attempting to set up an excel file in Sharepoint that restricts viewers from editing/syncing, but does allow them to download a local copy and make edits on their computers. The idea behind this is that while everyone can view the most current version, they have to email me directly to propose any changes and can't just make them themselves. I've tried protecting cells, restricting permissions in the excel, and restricting permission in Sharepoint, but none of these has been able to get the right balance of restricted access. Part of the issue is that many people have access to the Sharepoint folder this excel file is sitting in, so creating a read-only link to the excel file doesn't work. Any advice is much appreciated.
