Need help with an excel workbook

I am trying to build an excel workbook that lets me show a graph of paid sick time used, by month, by hour. I want to show hours (not days) as that way (I think?) it will be more representative to compare a departments paid sick time usage  with 3 workers, vs. a department with 17 workers. (If I show it as a percent of hours, over total hours worked, "by department" it is more "apples to apples")

Does this make sense? Any sample charts or graphs anyone could share with me I will be eternally grateful!
