Maintaining date format in CSV

I need to save a CSV file with a specific date format, but every time I try to save the file it keeps saying it's not an acceptable format, and then changes it to another format. I have tried telling the spreadsheet to read as if it's text, but it keeps switching my format. How do I get excel to mind it's own business and accept my format as-is?

Do you have a sample of your specific format?

In a quick test I ran, leading Zero's are removed; I added a single quote ( ' ) to convert the cell to Text but that just seems to work the same as using the Ribbon.
