Help with an Excel formula to subtract in a cell only when certain conditions apply.

We are trying to set this up for a non profit and need assistance.  We have had all kinds of information and we are at the point of adding information to excel.  I am looking for guidance on the formula entry.  I am getting all kinds of different information so I am reaching out to excel for assistance.
