Help with Conditional formatting

On my budget spreadsheet, I want to show actual figures in red, if they exceed budgeted figures. How do I do this?

Highlight the figures in your book, then press the conditional formatting button and "highlight cells rules" in the dropdown menu. Then you can press greater than, enter the value not to be exceeded, make sure it's in red, and now your conditional formatting should work. 

 

If it doesn't, post back, I may have forgotten something.

Pressing NUMBER FORMAT did nothing either. this thing is driving me nutz...
