Excel filter issues

I have a spreadsheet with columns that take up more than one display horizontally (A - BV).  My window is sized such that it displays A-P, P-AE, AE-AT, AT-BI, BI-BV.  I have a simple sequential number in row 1.  I have also frozen the top row.

 

If my active cell is anywhere on the first window (column A - P) when I click the filter icon, the display shifts as if I had pressed Ctrl+ right arrow.  If my active cell is on any other window (e.g. column X) when I click the filter icon the display shifts to show column A.

Interesting.  I can replicate that behaviour on a couple of versions of Excel 2016 (the Insider Fast and Semi Annual channel)

 

Does seem a bit inconsistent.   When you click the filter button you'd expect to stay on the scrolled part of the screen you are on.
